国土安全部强制要求在美学生离境？是否影响OPT和STEM OPT extension的同学？
因为疫情，美国很多大学今年秋季提供了网课选项。网课可以在世界任何地方上课，听上去很方便，但是，美国移民系统诸多规定，是针对面授课程的（in-person classes），作为留学生，必须进入美国境内就读，才可以拿到学生签证并保持身份。
美国ICE（Immigration and Customs Enforcement）出台了今年秋季关于网课的新规定。ICE跟移民局(USCIS)都隶属于国土安全部，学生签证主要由ICE管理，该部门可以制定规则并且负责管理 Student and Exchange Visitor Program (SEVP)系统。
公告重点如下：
1. 如果学校2020年秋季学期是纯线上教学模式（entirely online）：
- 学生将不能获得新的学生签证；
- 即使有有效学生签证，也会被美国海关拒绝入境；
- 如果学生在美国境内，必须离境或转学到纯线下教学或者线上线下混合教学学校；(“Active students currently in the United States enrolled in such programs must depart the country or take other measures, such as transferring to a school with in-person instruction to remain in lawful status. If not, they may face immigration consequences including, but not limited to, the initiation of removal proceedings.”)
2. 如果学校秋季学期是纯线下教学模式（normal in-person classes），那么学生最多只能上一门网课（3学分）。
3. 如果学校秋季学期是线上线下混合教学模式（hybrid model），那么学生自己选的课不能100%全部是网课（至少上一门in-person class）。
另外，在一份更加详细的文件中，只有纯线上教学的学校的学生可以在美国境外上网课还不影响美国的合法学生身份，如果你的学校是线上线下混合教学模式的，那么你在美国境外上100%网课会导致失去在美国的合法学生身份。
（”Only students enrolled at a school that is only offering online coursework can engage in remote learning from their home country. In this case, DSOs should annotate the student’s record to make it clear that the student is outside the US but taking full-time online courses as that is the only choice offered by the school.”）

目前这个政策不影响已经拿到OPT和STEM OPT extension的同学，已经拿到OPT和STEM OPT extension的同学可以继续在美国求职和工作。
